d3a587c5ca set the groundwork for handling COLS attribute, and attributes on COLGROUP and COL tags. WIP. 
set the groundwork for handling percentage-width tables.  Troy is adding a hook for me to get the correct width info from the parent.  WIP.

72afdaae50 * remove all those annoying ^M's in the file. 
* changed documentation to reflect new build system.
  NewAlias MPW tool now required.
  MacPerl application now required.
  StreamEdit MPW tool now required.
  Headers are exported to new dist area.
  Perl is now the scripting engine.
