30008432cf Fix shutdown crash on static builds (bug 196507) by ensuring that ENABLE_STATIC_COMPONENT_LOADER is #define'd when the component manager is created, so that the correct amount of memory is allocated. r=dougt, sr=alecf.

1c4ebd95ef Bug 194345: checksetup.pl would die if you had your params set for a local dot, and the executable didn't exist. The polite error message it was supposed to print works now.

7b2cbccef5 Landing mingw configure.in changes 
When building on win32, we still default to the MSVC tools, even if only gcc is installed (autoconf 2.1x quirk).  You must set CC, CXX, CPP, LD & AS to override the defaults.

5b12e9e45d Add mingw support to the common rules. 
Add EXPAND_LIBNAME & EXPAND_MOZLIBNAME $(call) macros which convert base library names into a form suitable for linking.
Add rules for creating asm & intermediate files.
