b33eabd169 bug 68541: unchecked toolbar menuitem in the bookmark manager. 
Clean up in utilityOverlay.js
- in goToggleToolbar: use of properties instead of attributes
- in getBrowserURL: don't use 'browser.chrome' pref.
Some dependency work in bookmarksManager.xul. More to be done.

02aee1e72e Removal of support for altering attributes of id-based properties. If such support is required, a subclass should override IdScriptable.setIdAttributes which by default throws an runtime exception unless new attributes are the same as the old ones.

257a50c8d4 fixes to Blocked Popups dialog: 
- no confirmation after unblocking a site
- if there are no more sites in the list after unblocking, dialog closes
- if there are more sites, ensure one's selected
- added accesskeys to the two buttons
- now a dialog, so there's no minimize or maximize buttons
