Added nsNetFactory implementation. This allows users to retrieve nsINetService pointers from the service factory manager.

Globalized the gNetlibService variable so the NetFactory can access it.

Added the netlib library to the list of libraries in the registry and register the nsNetFactory with the appropriate iid and clsids.
