    - Added nsHTMLEditRules::WillLoadHTML() which removes any mBogusNode.
    - Modified nsHTMLEditor::LoadHTML() to call Will/DidDoAction().
    - Changed all references of kOpHTMLLoad to kOpLoadHTML to match
      function name, and added kLoadHTML.
