wtc%netscape.com ee128013bb In primpl.h, moved the definitions of macros _PR_MD_INIT_LOCKS and

_PR_MD_START_INTERRUPTS from the common section to the classic nspr
section.  These macros are not used in the pthreads version.
Modified files: primpl.h, _pth.h, and ptsynch.c.
