b5294ccd64 Copyright "Apache Software Foundation" rather than just "Apache". 
Copyright date 2003.
Rename "javadocs" to "apidocs".
Copy the docs that forrest built, into the distribution.

21fc7e9d1a Added a bootstrap resolver for use when reading XML Catalog files (so the DTD for catalogs can be resolved to the DTD stored in the Jar file, for example).

1cdfd4dfde Since Xerces now needs a zipped version of the API source, because CVS seems to corrupt .tar.gz files on some platforms, porting code to build such a file to the main branch. This way, it will not get lost when the trunk is forked in the future.
