2d90294721 - Added comments 
- Added warning about properties being inherited (we'll need to move the masterbuild project somewhere else later on)
- Added new license property so that all plugins can use it

c48891dd9f Do not execute Clover if there are no tests to run Clover on. This prevents an error happening in the <code>clover:on</code> goal.

7378c2f611 When executing <code>multiproject:site</code>, generate the top level site after the subprojects site have been generated. This is required if the top level site generation depends on subproject site generation information.

ab0cdac06e - removed announcement directory as the announcements were not up to date and anyway we can generate the same report automatically with the announcement plugin 
- added new maven.multiproject.site.goals property containing the goals to execute by multiproject:site

59cd4d8c65 war:clean was depeneding on war:init which was changed and call to test:test goal was added there. This removes this problem. Change was dissussed @mailing list. I will duble check all my applications and usecases but i think it's OK like this.

b38513fedf dependency to maven-xdoclet-plugin added. 
Without it, the user can't build the generated project
if he hasn't got the plugin installed.

dac7cad2e6 Removed explicit dependencies on <code>maven-clover-plugin</code> and <code>maven-junit-report-plugin</code>. The reason I've removed the dependencies is that people will want to use different versions of these plugins. I would have liked to say in the dependencies that we need versions greater than 1.4 for each plugin but that's not currently possible.
