bf93c48afc PR: MPCHANGES-31 
Use setPadText(true) to ensure that text immediately preceded by or followed
by an element will be surrounded by a single space. Unfortunately this also
adds spaces after tags at a line ending so all our changes.xml files
will get reformatted.

8d9abeed9f Fix plugin tests, they were not even executed before. Remove test03 which is duplicated by test04. Speed up the testing by skipping the reports (should be done in the site plugin).

a948b76643 Three-letter time zone IDs are deprecated since jdk 1.2. On my windows XP SP2 (Fr) with a JDK 1.4.2_12, there's a problem with the daylight setting which isn't used. 
The same code worked with a JDK 5.0

6b05f3eb53 Plugins web sites and rooy for master web site are in different subdirs. 
If we do an rsync on the parent-site, we don't update all the others plugins
