epugh 40b4ade85a MPANT-7. Not obeying jar overrides. While this patch doesn't get every case, it does 
get the common one of using an included lib.  I am using this succesfuly with commons-email's
ant build.

MPCHANGES-14: Added sorting of <code>&lt;action&gt;</code> elements. It is controlled by 2 properties. The <code>maven.changes.sort</code> property decides whether sorting is enabled or not and the <code>maven.changes.sort.order</code> one decides the sort order. Defaults to <code>add,fix,update,remove</code>.
